In these documents He exhorts world leaders to accept the basic tenets of His Faith, sets forth the nature of His mission, and establishes the standard of justice that must govern the rule of those entrusted with civil authority. Baha'u'llah wrote these letters to the kings and rulers of the world during his exile in Adrianople (Turkey) and in the early years of his exile to the fortress town of `Akká (Israel) in 1868.
